The incumbent is responsible for the planning, budgeting, staffing, organizing and directing of activities for a municipal water treatment system, wastewater treatment system, reclaimed water treatment system and auxiliary program areas.  The incumbent manages subordinate personnel engaged in operating, planning, repairing and maintaining the municipal water, waste water, and reclaimed treatment systems. Supervision is exercised over skilled and semiskilled subordinates by personal observation and review of completed projects.  The employee exercises extensive initiative and independent judgment in solving problems as they develop in order to maintain the continuous, effective, efficient and safe operation of the facilities.  Work is reviewed through conferences, reports and observation of the operational success and efficiency of the systems and achievement of objectives. Work is performed with wide latitude in the use of independent judgment and selection of work methods and procedures, subject to executive direction and review by the Utilities Director or designee.
 

Minimum Requirements (Must meet by the closing date of the posting unless otherwise stated)

EDUCATION AND EXPERIENCE:
  • Graduation from High School or GED equivalency;
  • Ten (10) to twelve (12) years' progressively responsible experience in operations and maintenance of water and wastewater treatment plants;
  •  Five (5) years working in a supervisory or administrative capacity.
CERTIFICATES, LICENSES, AND REGISTRATIONS
  • Possess a FDEP Class "A" water treatment operator license OR Class "A" Wastewater Treatment Operator license.
           (Must obtain second license within eighteen (18) months of employment).
  • Ability to obtain the SEDA Membrane Operator Certification within two (2) years of employment.
  • Possess a valid driver's license with an acceptable driving record.
  • Must not have any driver’s license suspensions within five (5) years of the date of this application, not insurance related.
Preferred 
  • Bachelor's Degree in Business or Public Administration, Engineering or the Sciences.

 

Essential Functions

ESSENTIAL JOB FUNCTIONS 

  • Prepares and monitors the budget for this division, including recommending savings and approving expenditures.
  •  Oversees the division payroll process; directs training and safety programs for personnel; makes decisions regarding hiring, discipline and promotion of subordinates; authorizes leave of absence and overtime; reviews employees' performance; makes recommendations on employee/labor relations issues.
  •  Coordinates the daily operations of the Division; establishes operational and administrative policies, relays needed instruction and procedural revisions to the senior management staff and keeps staff informed on matters that pertain to their operations.
  •  Plans and supervises the operations and maintenance of water, wastewater and reclaimed water treatment plants as well as auxiliary services; oversees testing of equipment; enforces safety precautions for employees and the public; estimates costs for system projects.
  •  Directs preventive maintenance programs; reviews daily work orders and payroll for accuracy; oversees movable and fixed assets inventory; verifies monthly expense reports; prepares annual Divisional program budgets.
  •  Confers with and advises staff on difficult technical problems in their assigned areas.
  •  Develops and implements, as needed, plans for emergencies in the Division; communicates emergency plans with the public.
  •  Responds to citizen calls for service and assigns priority to repairs; ensures notification of residents and businesses of temporary water or sewer service interruptions.
  •  Investigates or refers complaints to appropriate division and follows through to insure compliance with instructions and directives.
  • Authorizes and recommends purchases of supplies and equipment; conducts staff meetings with subordinates and coordinates division training programs.
  • Consults with engineers regarding new construction; recommends additions and replacement of water and wastewater collection systems; maintains service and maintenance records of underground utility repair and construction.
  • Effectively and positively represents the Town in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  •  Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

Supplemental Information

Current Incentives/Benefits: 

  • Incentive: $100/pay period
  • Additional incentives:
    • $1000 – paid out in December 2024 (prorated based on hire date)
    • $1000 - paid out in June 2025 (prorated based on hire date)
  • Health Insurance
    • 100% paid by the Town for single coverage, 50% paid by the Town for dependents.  
  • Leave
    • Holidays – 13 days per year.
    • Sick Leave – 3.69 hours accrued per pay period
    • Vacation Leave – Accrue 2 weeks per year, accrual rate increases every 5 years (capped at 4 weeks after 10 years of service).
    • Birthday Leave – 1 day per year after successfully passing probation
    • Quality Service – 1 day per year after successfully passing probation and other conditions.
    • Wellness Days – 2 days per year after successfully passing probation. 
  • Pension/Retirement
    • Town Sponsored Pension – mandatory 3% contributions per pay period.
    • 457 Deferred Compensation Plan - Employee is entitled to make voluntary contributions through the payroll to the Town sponsored 457 deferred compensation plan only.
  • Uniforms: Provided by the Department.
