Location & Schedule

In this position you can expect to start on-site at the Denver Wastewater Management Building (2000 W. 3rd Ave., Denver 80223) and in the field, five days/week.

DOTI is seeking a highly skilled and motivated Senior Wastewater Project Inspector to join our Wastewater Construction Engineering team. This role is central to ensuring that large-scale, complex private-development infrastructure—including sanitary sewer, storm drainage, flood control, and stormwater quality systems—is constructed safely, sustainably, and in accordance with Denver’s engineering and environmental standards.

As a Senior Wastewater Project Inspector, you will provide advanced-level inspection, project coordination, and technical support across Denver’s expanding private-development landscape.

Specifically, as the Senior Wastewater Project Inspector, you will:

  • Project & Customer Service Excellence - Set up and maintain administrative project folders completeness prior to conducting pre-construction meetings. Communicate permit deficiencies or constructability concerns to construction engineering teams following of permit approval. Prioritize and manage a portfolio of active private-development projects, updating construction status, while acting as a project copartner foreshadowing construction and project compliance needs. Build strong relationships with contractors, developers, inspectors, and internal partners to deliver exceptional customer service. Lead coordination with CDOT and Denver construction teams for wastewater infrastructure construction inspection on an as needed basis.
  • Wastewater & Stormwater Field Inspection - Perform expert-level field inspections of sanitary sewer, storm drainage, detention, and water quality infrastructure built by private development. Inspect MHFD Volume 3 stormwater quality and detention facilities, including EDBs, outlet structures, pretreatment features, and permanent BMPs. Complete inspection cycles for pre-construction, active construction, substantial completion, TCO, and CO milestones. Ensure compliance with Denver Wastewater Standard Specifications, Details and Storm Drainage Design Criteria. Reduce rework and delays by proactively supporting construction teams in achieving full compliance.
  • Assist as needed Floodplain & Environmental Compliance in a Team-based Approach - Floodplain field inspections and compliance reviews support. Verify construction activities in regulated floodplains, conduct field meetings, and support timely permit close-out. Review and certify Elevation Certificates prior to occupancy. Assist in reducing backlog of floodplain-related permits and inspections.
  • UAS (Drone) Program Leadership - Serve as a lead operator in DOTI’s drone inspection program. Maintain FAA Part 107 certification and ensure safe, compliant UAS flight operations. Capture aerial imagery to support wastewater, stormwater, and floodplain inspection workflows. Help standardize drone operations and integration across internal teams for day-to-day and city-wide emergency operations.
  • Team Leadership & Innovation - Mentor and support junior inspectors; provide cross-training in sanitary, storm, and floodplain inspection methods. Lead initiatives to enhance permitting, inspection, and closure processes with a focus on LEAN and continuous improvement. Support DOTI-wide efforts to standardize Accela Mobile App usage. Identify process inefficiencies and lead improvement projects to streamline inspection-to-acceptance workflows.
  • Safety & Field Readiness - Maintain minimum safe driving scores. Complete and potentially lead assigned safety trainings. Pilot new safety technologies or innovation efforts. Obtain and maintain BNSF railroad safety certification as required. Promote and model a safe workplace culture.

  • Advanced knowledge of wastewater and stormwater construction, inspection, and standards.
  • Experience inspecting stormwater quality and detention systems per MHFD Volume 3.
  • Strong communication, documentation, teamwork, and customer service skills.
  • Ability to solve problems independently, manage competing priorities, and make sound field decisions.
  • FAA Part 107 Drone Pilot Certification (or ability to obtain shortly after hire).
  • Experience with floodplain inspections, Elevation Certificates, and FEMA/NFIP compliance.
  • Familiarity with Accela or other mobile inspection platforms.
  • Commitment to LEAN continuous improvement, safety, and innovation.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Construction Management, Engineering, or a related field.
  • Experience Requirement: Three (3) years of experience in construction project management working on large and complex construction projects. (Positions will require experience in a specialized area)
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
