Rate $165 per hour (consultant direct rate)

1099 Engagement — Independent Contractor: This is an independent contractor (1099) engagement, not W-2 employment. Consultants execute a PSCG Master Independent Consultant Agreement for pre-qualification on the bench. Paid engagement occurs only when specific Task Orders are issued under the Master ICA. Consultants set their own hours within defined deliverable deadlines, maintain their own equipment, and are free to work for other clients. No PSCG benefits apply; consultants manage their own taxes, insurance, and retirement.

ABOUT PSCG

PSCG maintains water and wastewater subject matter experts for per-task-order engagement supporting utility restoration and distribution system assessment on federal disaster response task orders.

THE ENGAGEMENT

PSCG is looking for Water and Wastewater SMEs for per-task-order engagement on federal disaster recovery work involving water distribution, wastewater treatment, lift station operations, and utility compliance restoration.

TYPICAL SCOPE OF WORK

• Assess water distribution system damage and restoration requirements.

• Advise on wastewater treatment plant and lift station operations during disaster response.

• Support FEMA PA Category F (utilities) Project Worksheet development for water and wastewater projects.

• Coordinate with applicant utility staff and state drinking water regulatory agencies.

• Scope Section 406 Hazard Mitigation measures for water and wastewater infrastructure.

REQUIRED QUALIFICATIONS

• Associate degree or higher in water/wastewater engineering, environmental engineering, or related; direct operator experience acceptable in lieu.

• Minimum ten (10) years of water or wastewater utility operations or engineering experience.

• Knowledge of Safe Drinking Water Act and Clean Water Act regulatory frameworks.

• Active clients or portfolio demonstrating genuine independent contractor status.

• U.S. Citizenship.

PREFERRED QUALIFICATIONS

• Active Public Trust clearance.

• State drinking water or wastewater operator certification at highest class.

• Professional Engineer license in civil or environmental engineering.

• Prior FEMA PA utility restoration experience.

ENGAGEMENT TERMS

• Engagement under PSCG Master Independent Consultant Agreement.
